DescriptionResearching regulation of public and private partnerships for the poor, by preparing case studies in Uganda and Zambia. Also field testing a regulatory focus group discussion methodology. Research has been carried out in Uganda and Zambia including:
- The existing policy, institutional and legal framework for regulating provision of water supply and sanitation services
- The present mechanisms for requiring achievement of universal service provision to achieve public health
- The formal mechanisms by which the utility service provider is required to meet the needs of the poor
- Extent to which customers, particularly the poor are represented in decision making on issues concerning service delivery and quality
- The awareness of role and extent to which small scale independent service providers deliver services to the poor
Case study reports were produced for these two countries.
