Description

To undertake the role of UNICEF focal point during the design of a new DFID supported rural water, sanitation and hygiene programme within the UNICEF Sierra Leone country programme 2008-2010.

The role involved driving the preparation of the programme proposal to its successful submission; taking an active role in the process; monitoring all progress; investigating partnership options for implementation; and advising the UNICEF Country Office of the things that needed to be in place to facilitate the programme's launch in early 2008. In the context of the above outputs also included:

• A literature review to inform the design, and provide the evidence for proposed WASH interventions;
• Institutional / stakeholder mapping;
• A joint DFID and UNICEF work schedule;
• Recommendations for at least one new major UNICEF initiated partnership in the water and sanitation sector in Sierra Leone;
• Recommendations for UNICEF's country management team;
• Technical advice note on cholera and diarrhoea disease response strategy.

Deployment of a senior WES professional familiar with UNICEF's mandate including how UNICEF approaches programming and what is possible in a country undergoing transition. All technical expertise in support of the Terms of Reference and Quality Assurance of outputs. Professional and technical support to UNICEF Country Office WES staff.
